The consumer association UFC-Que Choisir has launched a collaborative app called “QuelDébit”, which aims to test the quality of the mobile internet.
To do this, four criteria are taken into account: latency, speed, web page opening and video playback. These four statements are then rated from “bad” to “very good”, before obtaining an overall rating for the network out of ten. The application is based on the advanced protocols of the Electronic and Postal Regulatory Authority (Arcep).

There are two possible tests: a quick test, which combines latency and transmit and receive speeds, and a full test, taking into account the quality of video viewing and the loading time of web pages.
Defining the digital divide
If the application has a direct interest for each consumer, allowing him to form a more informed opinion about the services offered by each operator, he would also like to measure geographical disparities in France. “We aim to be able to create service quality indicators at a national level in the coming weeks,” explains Antoine Autier, project manager at UFC-Que Choisir.
Identifying the collaborative aspect of this approach, is essential. “Thanks to the crowd of users we will be able to achieve this result.”
