Between January and May 2024, more than 528,000 measurements were made in Guadeloupe, Martinique, Guyana, Saint Barthélemy, Saint Martin, Mayotte and Réunion, covering ten mobile operators. The survey assessed the most used mobile services: web browsing, video watching, downloading, voice calls and receiving text messages.
For this release, Arcep has adjusted its download speed indicators to better reflect actual user usage. The new speed limits are as follows: 3 Mbps for web browsing, 8 Mbps for video streaming, and 30 Mbps for demanding professional uses.
This approach aims to inform consumers more accurately about speeds that adapt to their specific needs and avoid a speed race between operators, while being part of a sustainable digital approach.
Martinique
Orange dominates most indicators, both for voice calls and internet use. Outremer Télécom (OMT) stands out in mobile internet and is close to Orange, while Free Caraïbe ranks second in terms of voice/SMS quality.
Guadeloupe
Orange leads in most indicators, followed by OMT in internet usage. Free Caraïbe and Digicel performed well in terms of call voice quality, placing themselves in second place.
Guyana
Orange maintains first place in most mobile internet quality indicators. Digicel and OMT tied for second place in voice indicators.
Saint Barthelemy and Saint Martin
Performance remains generally low for all operators. Orange offers the best deals, followed by Digicel and Free Caraïbe for voice and SMS. Dauphin Telecom ranks second in terms of mobile internet quality.
Mayotte
The quality of mobile service is generally lower compared to the rest of the national territory. SRR and Orange are tied for first place, while Telco OI, although last, shows good results on voice/SMS indicators.

SRR and Orange lead most indicators, especially in mobile internet. ZEOP mobile is ahead and ranks third in voice calls and SMS. Telco OI shows good performance in mobile internet but remains behind overall.
In addition, Arcep measured the quality of service of 5G networks for the first time in Reunion in 2024. The results show that 5G makes it possible to achieve better speeds, especially on the Orange network, although other mobile Internet indicators are still comparable to those of 4G. The specific performance of Telco OI's 5G network could not be measured during this investigation.
