A game of musical chairs for the local mission headquarters

Where do you place your desks and connect your computers? This question is regularly asked by the local Loire Touraine mission team. The structure that supports young people towards employment has, in fact, had several introductions in recent years, following moves decided by its supervisory body, the Community of Municipalities of Val d'Amboise.

The most recent move mentioned so far: a possible transfer to the Ile d'Or, following the services of Espace France, with which it shares the former Treasury building, Place Richelieu in Amboise. However, this is still a distant horizon for the local mission, which has recently been busy finding a new headquarters to continue receiving young people at its branch in Chateau-Renault.

Rent 20,000 euros per year in Chateau Renault

Since October 15, it has rented offices in its own name on Rue Gambetta, in Chateau Renaud. Until now, housed free of charge at the headquarters of the municipal community of Castelrenudis, the building has seen a gradual reduction in its area over the past few months. Until it was too narrow to continue welcoming the public. “We were no longer able to fulfill our tasks because we had to keep young people waiting. However, our branch in Chateau Renault accounts for 30% of the reception »“, explains Danielle Brochard, head of the local mission of Loire Touraine.

Therefore, the decision was made to rent offices with an area of 230 square meters. For an annual rent of around €20,000 per year (including fees) which the local mission has to pay itself. novelty. “We had no choice. Otherwise we would have had to put the young men on the reception list.”“, specifies Danielle Brochard. An amount of €20,000 will be taken from the structure's own funds, from the operational part, to balance the budget.

If subleasing the building is considered to generate additional revenues, this lease represents a new drain on funding, following planning works carried out by the three local communities of the territory (Val d'Amboise, around Chenonceau and Castelrenaudais) in 2023. At that time, the amount of support has increased Which these three entities pay (through direct or indirect aid) from just over €134,500… to €68,000.

In 2024, the envelope increases to €72,000 and can be increased by an additional €20,000, obtained by Val d'Amboise from the region. However, this decrease in funds had a direct impact on the local mission staff, which was reduced from 14 to 13 employees.

Reduced support, reduced staff… The situation raises some concerns within the structure that celebrated its twentieth anniversary this year. “There are concerns about the sustainability of the local mission and the motivation of the teams.”“, admits Danielle Brocard.

Three moves since 2018?

In this context, the possible move to Ile Dor, even if only in the virtual phase, has been well received, since the current buildings are not satisfactory. “There is a water leak, there is no space for confidential meetings, and the building is not at all suitable for receiving people with limited mobility because we are on the floor without an elevator.”lists the president.

Bertrand Schwarz's pole, on the Ile d'Or, is well known by the local expedition. It occupied these premises from 2003 to 2018, before moving to Nazelles-Négron, in the current Smictom offices. The idea then was to move the local mission to the Val d'Amboise building currently being renovated, on the site of the former Saint-Gobain.

Finally, the CCVA city planning department was established there last spring, coming from Bertrand Schwarz's column. Where the local mission could finally return, after passing through Richelieu Square… Any possible third step, since 2018, which seems like a game of musical chairs for the local mission.

824000

This is, in euros, the annual budget of the local mission of Loire Touraine. Of this total, the state pays a subsidy of €424,000 and local authorities pay €181,000. The region contributes to the budget up to €103,000 per year, with the three municipal communities of the region paying, in total, just over €72,000 (€30,000 for Castelrenaudais, €25,000 for Val d'Amboise and €17,000 for Chenonceaux).
