ARCEP has published its mobile observatory of the new deal for the first quarter. In exchange for renewing their 2G/3G licenses, the four operators (Bouygues Telecom, Free, Orange and SFR) have pledged to respect certain conditions, in particular 4G coverage for everyone, targeted 4G coverage, indoor or car coverage, fixed 4G offers and better network status information. The observatory makes it possible to keep track of all commitments.

The operators have already finished fulfilling some commitments : 4G fixed offers, better information on the status of networks via dedicated pages and indoor coverage solutions with femtocell and calls / SMS on WiFi. But it is difficult to follow through on hedging commitments. The regulator publishes the monitoring of the spread through this observatory.

On 4G coverage for all, the four operators have pledged to cover all existing 2G or 3G sites with 4G by the end of 2020 (excluding the former downtown white zone program sites). covering 75% in 2020 and 100% in 2022). As of March 31, they have covered more than 95% of their sites with 4G, but none have reached 100% yet: Free and Orange at 98%, Bouygues Telecom at 97% and SFR at 96%. Most of the sites not covered are the White Zone Program sites.

In terms of targeted coverage, the operators have pledged to cover a list of sites published by ARCEP and the government, thanks to feedback from the provinces and municipalities. Of the 3,056 required sites, operators have covered 761 and expect 49 to be operational in the next six months.. they must It still covers 2,225 selected sites in two years, while 21 sites are still pending publication (Determine the installation location). The state published a new ordinance (on April 9) with a new list of sites to be covered: more than 50 additional sites in the territory will be covered.
