Halloween Candy Prices Rise as Americans Continue Spending Despite Inflation

Americans are preparing to celebrate Halloween despite rising living costs and higher candy prices. With inflation putting pressure on household budgets, many consumers are reducing everyday expenses while preserving seasonal traditions, including handing out sweets to trick-or-treaters.

Halloween Candy Prices Climb Ahead of October 31

Halloween shoppers are facing another year of increased candy costs. According to the Bureau of Labor Statistics (BLS), average prices for candy and chewing gum have risen 8.1% over the past 12 months.

Chocolate products have experienced particularly sharp increases. Consulting firm PwC reports that Halloween chocolate prices have climbed 15.5% compared with last year, reaching an average of $5.67 per package.

Nonchocolate candy has seen a smaller increase of 1.8%, bringing its average price to $3.31.

Market research company NIQ reports somewhat different figures, finding that overall chocolate prices have increased 9.4% year over year, while Halloween-specific chocolate products have risen 1.7%.

Despite these increases, consumers remain willing to spend on Halloween treats.

Families Prioritize Halloween Traditions Despite Financial Pressures

For some Americans, providing candy to neighborhood children remains an important tradition.

Abby Mynatt, a 21-year-old college student from Knoxville, Tennessee, typically spends approximately $50 on Halloween candy. Although her budget is tighter this year, she expects to spend slightly more.

“I remember being a little kid and being super excited when I would get Reese’s Cups,” Mynatt said. “I want to give that to some other children.”

She acknowledged that financial pressures have increased but believes small celebrations remain worthwhile.

“But I still think that certain things, even just little pleasures, are still worth it.”

Global Cocoa Shortages Drive Chocolate Price Increases

A major factor behind rising chocolate prices is the disruption of global cocoa production.

Extreme weather conditions in Ivory Coast and Ghana, two of the world’s leading cocoa-producing countries, have affected supplies and contributed to significant price increases.

According to International Monetary Fund data, global cocoa prices quadrupled between January 2023 and January 2025.

Although cocoa prices have subsequently declined, consumers have yet to experience the full benefits.

“Because chocolate makers buy cocoa months, sometimes up to two years ahead, shoppers are paying for that spike now,” said Ali Furman, PwC’s consumer markets industry leader.

“Cocoa prices have since fallen by about half, but lower costs take time to reach the shelf and won’t show up on shelves this Halloween season.”

Import Tariffs Add Pressure to Candy Manufacturers

Trade policies have also contributed to rising production costs.

In July, the United States introduced tariffs ranging from 10% to 12.5% on 60 trading partners, adding financial pressure to businesses dependent on imported ingredients.

Chris Costagli, NIQ’s leader of food and nonalcoholic beverage insights, said imported chocolate ingredients have become more expensive for manufacturers.

“Chocolate comes from elsewhere, so tariffs being added onto it have certainly increased costs that manufacturers are feeling as well,” Costagli said.

Halloween Spending Expected to Reach $13.5 Billion in 2026

Despite higher prices, Halloween remains a major retail event in the United States.

The National Retail Federation projects total Halloween spending will reach $13.5 billion in 2026.

Its research also indicates that 96% of Halloween shoppers plan to purchase candy, demonstrating the continued importance of seasonal traditions.

The spending outlook reflects a broader consumer trend in which Americans continue purchasing relatively affordable treats while postponing larger expenses.

Inflation Forces Americans to Adjust Household Budgets

Rising living expenses are affecting purchasing decisions beyond Halloween.

BLS figures show consumer prices have increased 3.4% over the past year, partly because of higher energy costs.

Meanwhile, wages have increased approximately 3%, leaving earnings growth below inflation.

Lakisha Reardon, a legal assistant, said she has started walking more and bringing lunch from home to reduce expenses.

Her monthly electricity bill has increased by approximately $150.

Nevertheless, Halloween candy remains on her shopping list.

Other consumers are adopting different strategies.

Leonard Smith, 36, from Delaware, plans to purchase candy but may reduce his spending. He also takes advantage of discounted candy after Halloween.

Small Purchases Offer Comfort During Economic Uncertainty

For some households, inexpensive treats provide a sense of enjoyment amid financial concerns.

Ari Monahan, a 30-year-old nanny living in New York City, said she may choose less expensive candy but still wants to reward children visiting her neighborhood.

“I want to be the good house,” she said.

Monahan also enjoys occasional personal purchases, including dark chocolate, coffee and pumpkin-spice products.

“If it makes me smile and I have a little money, I’ll pay for it because everything is so grim right now,” she said.

Her concerns extend to housing affordability. Mortgage rates and elevated home prices have made homeownership increasingly difficult for many Americans, with the average 30-year fixed mortgage rate exceeding 7.6% earlier this month.

Halloween Traditions Remain Resilient Despite Higher Costs

Rising candy prices and broader inflation are changing how Americans approach Halloween shopping, but they have not eliminated enthusiasm for the holiday.

Consumers are comparing prices, adjusting quantities and choosing more affordable products while continuing to participate in familiar celebrations.

With Halloween spending projected to reach $13.5 billion, the holiday illustrates how Americans are balancing financial pressures with the desire to maintain traditions and enjoy small seasonal pleasures.
